Dear Frazer,

I send you herewith a redraft of the memorandum to be commmicated to the United states Ambassador concerning inland navigation and coastal trade amended in accordance with the decision of the meeting in my room on the 3rd November.

Would you let us know as soon as possible whether you emeur. You will remember that the points to be borne in mind in connexion with the abandonment of the old unilateral rights enjoyed by us under former treaties are (1) that we are

committed by statements by the Prime Minister and the gearetary of State for Foreign Affairs to give up all unequal rights at the end of the war; (2) that in the meanwhile the

possession of these rights would be of no practical importance; (3) that the Chinese are extremely unlikely to acquiesce in our retaining them; (4) that a deplorable impression would be created from the political point of view both with the Chinese
